Notable Work
  • WA Department of Communities: adviser for over a decade. Currently advising on its strategic review of its existing housing maintenance delivery model and on the procurement strategy and development of its new housing maintenance contract.
  • Emergency Recovery Victoria: key adviser on various aspects of its disaster recovery activities following bushfires, storms and flooding. The work to date has involved establishing clean-up contracts, establishing temporary relief accommodation village, developing an agreement for the hire of moveable dwellings during the rebuilding phase, and its funding grant for the redevelopment of a caravan park.
  • SA Housing: advised on its strategic review of its existing housing maintenance delivery model, advised on the procurement strategy and development of the new delivery model, and drafted the Head Contractor Maintenance Services Contract.
  • Victorian Department of Treasury and Finance: advised on the development and procurement of its whole-of-government Real Estate and Facilities Management Contract, including a significant variation to align the contract with the requirements of a new policy.
  • Victorian Department of Families Fairness and Housing: advised on maintenance service requirements for its public housing assets for over a decade, with a focus on the procurement and development of its contract and various good and services outsourcings.
  • NSW Department of Communities and Justice: advised on the procurement strategy and development of a new delivery model and its Infrastructure Support Services Agreement for its portfolio of assets (including courts, prisons, offices and residential assets) and the development of its Strategic Contract Management Plan. Conducted training for Government and contractor representatives on the operation of the new Agreement.
  • EnergyAustralia: advised on its negotiations with its incumbent maintenance services provider to transition from an Alliance Contract to a labour hire arrangement, tailoring its performance management framework and KPIs.
  • EnergyQueensland: advised on the procurement strategy and development of the delivery model and drafted its Non-Infrastructure Support Services Agreement for its portfolio of non-infrastructure assets, including offices, depots and residential assets.
  • NBN Co: advised on its procurement of comprehensive maintenance, repair and facilities management services for its assets, and drafted its Facilities Maintenance Services Agreement, including the performance management framework.
  • Reserve Bank of Australia: advised on the outsourcing of bank note logistics services and its performance management framework.
