Gavin offers public and private entities extensive expertise in structuring, negotiating and closing large and complicated infrastructure projects. Based on his experience, he has the ability to advise clients on a full range of collaborative and traditional project delivery options, the pros and cons of each option, and provide guidance on which options will best meet their goals.

Gavin has also worked on a broad-range of infrastructure projects, with extensive experience guiding clients on road, rail and energy and resources projects.

  • Level Crossing Removal Project: advises on the procurement and delivery of the State's level crossing removal project.
  • ARTC: advised on the Beveridge to Albury sections of the Inland Rail Project.
  • Cross River Rail Development Authority: part of a team that advised on the procurement of the Tunnels and Stations PPP package for the Cross River Rail Project in Brisbane.
  • New Zealand Government authority: advised on the procurement of the Auckland City Rail Link.
  • Department of Transport and Planning (Victoria): Part of a team advising on the refranchising of Melbourne's tram and train network.
  • Department of Treasury and Finance (Victoria): advised on a refresh of the Victorian standard form construction contracts and model clauses for Public Construction Procurement in Victoria.
  • Multiple government agencies: Advised on a number of augmentations and end of term arrangements for the PPP projects.
