Overview
Sharene Hambur is a Consultant in our Melbourne Real Estate Group. Sharene has over 30 years' experience in advising clients on the legal issues associated with property and infrastructure projects.
She advises a wide range of private companies and government departments and agencies on various property related issues including land development, leasing, subdivisions, acquisitions and disposals.
Sharene's private sector clients include developers and investors involved in a wide range of property related transactions, including the development and leasing of shopping centres, broad acre land subdivisions, and acquisitions and disposals of properties.
Notable Work
- Department of Health, Bendigo Hospital Project: Member of the team advising on this $630 million PPP project, which will include a new acute hospital, a new mental health inpatient facility and a new integrated cancer centre. This project will involve the appointment of a private sector consortium to be responsible for the design, construction, maintenance, financing and the provision of ancillary services for the new facility. Sharene has been responsible for providing advice as to land issues associated with this project and, in particular, issues relating to Crown Land.
- Plenary Group, Victorian Comprehensive Cancer Centre: Advised the Plenary Health consortium shortlisted by the Victorian Government to design and construct this $1.5 billion plus PPP project, which involves the development of a new cancer treatment, research and development facility as well as an expansion of an existing operational hospital. Sharene has been involved in providing property and Crown Land advice.
- Linking Melbourne Authority, VicRoads (and its predecessor SEITA):Provided ongoing advice on property related issues associated with the development of Eastlink, Peninsula Link and East West Link and the operation of the relevant legislation.
- Victorian Government: Advised on property related issues associated with a number of projects including the redevelopment of the Royal Children's Hospital and the Biosciences Research Centre at Latrobe University. Sharene is also currently advising on the new Ravenhall Prison project.
- Stockland Development:Advises Stockland residential and commercial land divisions on numerous matters including acquisition of greenfields sites, dispositions of medium density and retail sites, subdivisions, Section 173 Agreements and other matters associated with the development of residential estates and associated commercial sites. Matters have included acting on the acquisition from UPL of a major parcel of land for residential development, and the acquisition of the boutique Rylands retirement village business.
- Schofields Property Development Pty Limited: Acting for Schofields Property Development Pty Limited in a joint venture with Dairycorp Pty Limited for the master planning and development of a major residential estate.
- Villawood Properties: Acting for companies associated with Villawood on a wide range of matters including greenfields acquisitions, dispositions, joint venture and development agreements, planning agreements and other matters associated with residential developments.
- Victoria Police: Acted on behalf of Department of Treasury and Finance and Victoria Police in the negotiation of an agreement to lease and lease for the new City West Police Complex. Given the nature of the development this matter involved complex drafting to take account of the particular security and other concerns of the client and to ensure that the finished project met the operational requirements of Victoria Police.
- Victorian Land and Property Group (Treasury and Finance): Advised on the sale and leasing of government land and government owned buildings including the City Accommodation lease project. This involved the preparation of complex agreements to lease and lease and tender documents for approximately 100,000m2 of office accommodation for numerous government departments. Sharene also advised the Group and Victoria Police on the Agreement to Lease for the new City West Police Complex.
- Roman Catholic Trusts Corporation for the Diocese of Melbourne: Acts for the Corporation in the acquisition and disposition of property both by private sale, auction and tender together with leasing and general property advice.
- Department of Sustainability and Environment: Provides advice on a range of Crown land leasing and licensing arrangements. Sharene has prepared agreements for the use of private infrastructure on Crown land and has prepared a suite of leases for reserved and unreserved Crown land for use by the Department throughout the State.
