Overview
Steven Murray is a Partner specialising in construction and major infrastructure projects. He has acted for a range of public and private sector clients and has extensive experience on some of the largest infrastructure and PPP projects in Australia.
Steven brings together front-end drafting and negotiation skills with strong contract administration experience to assist clients with all aspects of procurement including drafting of complex project documentation, tender preparation, negotiation and finalisation of transactions and advice on contract management.
Notable Work
- North East Link Project: Steven is leading the large multi-disciplinary legal team advising the State on all aspects of the $16b North East Link Project - a proposed new major freeway connection which will ease congestion in Melbourne's northern suburbs and help 'complete the missing link' in Melbourne's Metropolitan Ring Road. He has been involved in advising on the all stages of the business case and procurement, including advising on the strategic direction of the project and the development of the new model to incorporate an innovative and collaborative approach to manage cost risk within a traditional PPP framework. Following financial close on the $11.1bn central package PPP in late 2021, Steven continues to advise on the remaining work packages within the North East Link Project.
- Public Private Partnerships: Steven is the lead partner on all aspects of the complex renegotiation of a multi-billion dollar PPP concession arrangement.
- Metropolitan Rail Projects: Steven is advising on numerous projects which involve the upgrade of the Melbourne metropolitan rail system. Steven continues to provide advice on issues relating to project delivery methodology, the tender process, design and construction. In addition, Steven has worked with his client in developing a suite of standard form tender and contract documents.
- Toll Roads: Steven has advised on many of the biggest toll road projects in Australia including, in Victoria, the City Link and EastLink projects and, in Queensland, the Clem Jones Tunnel and Airport Link & Northern Busway (Windsor to Kedron) Projects. Steven has played a key role on these projects in developing tender documentation and providing specialist advice on design, construction, operation and maintenance issues. He has been advising on the City Link project for more than a decade.
- Commercial Property Development: Steven advised the head contractor on all aspects of the fit-out of a major Melbourne office complex. Involved negotiation and documentation of all design and construction arrangements.
- University Redevelopment Project: Steven was the primary adviser on all construction aspects of a $100M development of two mixed use commercial and student accommodation buildings on one of Melbourne's largest university campuses.
- Hydro-electric power project: Steven is advising on the construction and operation aspects of a major hydro-electric power project in Asia. When complete, the $1.2 billion project will involve the generation and export of large quantities of electricity.
- Freight Infrastructure: Steven has advised on freight infrastructure upgrade projects in the rail industry. He has advised on the tender procurement, evaluation, negotiation and documentation of these national rail projects.
