Overview

Annabelle specialises in major projects and debt finance. She has a wide range of experience in PPPs, projects generally, and project and property finance, advising both public and private sectors, financial institutions and corporate borrowers across those areas

Annabelle has strong working relationships with clients and an understanding of what commercial expectations are required to prepare, procure and deliver a successful project.

Notable Work
  • Acting for the Victorian Government on the refranchising of the operations and maintenance contracts for Melbourne's tram and train franchises.
  • Acting for the Victorian Government on the successful procurement and delivery of toll road and social infrastructure projects undertaken in the State, including CityLink, EastLink, PenLink, West Gate Tunnel, North East Link, Geelong Convention and Exhibition Centre and the Ground Lease Model 2 Projects.
  • Acting for the winning consortium (Plenary, Multiplex, Honeywell and Compass) on the New Footscray Hospital PPP to achieve a successful bid, reach financial close and ensure smooth delivery of the Project.
  • Acting for the successful Evolution Rail consortium, which was selected by the Victorian Government to build and maintain the next generation of Metro Trains and associated maintenance infrastructure.
  • Acting for the consortium responsible for the design, construction, maintenance, financing and the provision of ancillary services to the New Perth (Optus) Stadium PPP.
  • Acting for the Victorian Government in providing low interest loans and grants to community housing agencies to support the delivery of additional supply of social and affordable housing.
  • Acting for the Western Australian Government on their lending arrangements under the National Infrastructure Facility.
  • Acting for various finance parties, including ANZ, NAB, Westpac, PAG and Wingate in relation to various land acquisition and construction/development projects.
