Peter has provided expert advice to government and private sector clients on all aspects of public contracting for infrastructure projects, particularly those with a focus on emerging technologies. He understands how governments and businesses make decisions, develop projects and operate services, and has also worked for government and as in-house counsel. With national and international experience working on major energy and transport projects, Peter brings leading market experience and a holistic understanding of the legal, policy and development issues that influence project success.

  • Victorian Government: advising on the technical documents, delivery readiness and contract administration for the North East Link Program.
  • Department for Infrastructure and Transport (South Australia): advising on the Torrens to Darlington Project.
  • Department of Transport and Planning (Victoria): Advising on the MR5 tram and rail refranchising transactions.
  • Department of Justice and Community Safety (Victoria): Advising on the procurement and operation of mobile phone and seatbelt offence detection and verification services.
  • Victorian Government: Acted as Director Commercial Roads, the State Government executive responsible for the administration and management of the CityLink, EastLink and Peninsula Link concessions.
  • Kapsch TrafficCom: Managing new and existing tolling and road operations services agreements with government and private road operators as Vice President Bid and Proposals for Kapsch TrafficCom.
  • Government of Qatar: advising on the development of a national petrochemicals marketing agency and related upstream foreign direct investment project restructures.
  • Nigeran electricity generation and distribution sectors: Advising multiple bidders in connection with the privatisation of the Nigeran electricity generation and distribution sectors.
  • LNG projects: including onshore trains and offshore FPSOs, in Australia, Qatar and Chile.
  • Victorian Government: Advising on its electric vehicle charger pilot roll-out program.
